In re Appeal of Realen Valley Forge Greens Associates, 838 A.2d 718, 2003 WL 22971249 (Pa. 2003):

The Pennsylvania Supreme Court concluded that an agricultural district designation to a golf course located next to the King of Prussia Mall was designed to “prevent development of property and to ‘freeze’ its substantially undeveloped state to serve the public interest as ‘green space,’ and therefore constituted unlawful reverse spot zoning.” The court explained that “reverse spot zoning,” describes a situation where the unjustified difference in treatment between lands in a particular area arises from the rezoning of the land surrounding the tract at issue. Reverse spot zoning occurs when a municipality rezones the surrounding properties different from the property at issue and then refuses to similarly rezone that particular property.
